Abstract
This study explores the significant challenges faced by investigators within the Malta Police Force (MPF) and prosecutors in the Office of the Attorney General (OAG) when handling cases of child sexual abuse (CSA). Despite extensive literature on CSA, there is a notable gap regarding the specific hurdles encountered by these professionals in the Maltese context. This research aims to identify these challenges to facilitate effective legal reforms and improve investigative and prosecutorial procedures. Qualitative interviews were conducted with key professionals in the MPF's Vulnerable Victims Unit (VVU) and OAG to gather insights. Data was analysed using thematic analysis (TA) following Braun and Clarke's reflexive TA model. The findings reveal several obstacles, including issues of victim credibility, delayed disclosure, and the lack of specialized training for those handling CSA cases. The study also highlights the need for a multidisciplinary approach to investigations, involving social workers, psychologists, and legal experts, to ensure comprehensive support for victims. The unique characteristics of Malta, such as its small size and limited resources, present additional challenges. Recommendations include enhancing training programs for investigators and prosecutors, improving inter-agency collaboration, and developing specialized protocols for CSA cases. This research underscores the necessity of addressing these challenges to ensure justice and minimise trauma for all parties involved in CSA cases.
