Abstract
This research project aims to answer the following research question: how far do language education and indigenous representation policies ensure that Quechua speakers participate in wider Peruvian society? The author will draw from existing studies and literature in this field, as well as primary sources such as the Peruvian constitution. This question will be addressed by analyzing how the aforementioned policies help Quechua speakers overcome barriers such as language discrimination, low literacy rates and understanding the language of governance. This project will argue the efficacy of such policies in helping Quechuan communities to overcome these barriers. It has been found in this research that language education and indigenous representation policies have had a somewhat successful outcome on improving Quechua-speakers’ participation in society, however, the inconsistency of government attitudes towards the Quechuan language family and its speakers limit their success and policy development. It was found that certain policies, such as indigenous representation quotas on ballot papers, limit indigenous representation and create a barrier to Quechua-speakers’ participation in democracy.
