Abstract
This dissertation examines the impact of the UK research assessment exercises between 1992 and 2014 on institutional-level research management behaviour in universities. Taking a longitudinal, quantitative approach, data on the structures of the RAE and REF exercises and on institutional submissions, including selection of staff, are examined to identify patterns. Data on staffing and contract terms are also considered. Comparisons are made between Pre and Post 1992 institutions.
Analysis of the data evidences changes in the way institutions make their submissions, as universities learn to “play the game” of research assessment, which may be indicative of wider changes to institutional research management behaviour. In particular, significant differences are uncovered between Pre and Post 1992 universities, with Pre 1992 institutions dominating the exercises even as Post 1992 institutions learn and improve.
The quantitative data alone cannot demonstrate causal links between the impact of the research assessment exercises and broader changes in institutional research management behaviour. They do offer a solid quantitative base on which further research in this area, both quantitative and qualitative, could be developed.
