Abstract

Many South Korean construction companies have suffered economic losses in international projects owing to a lack of project management competencies, especially claim management. One of the most difficult challenges is dealing with Extension of Time (EOT) claims, which is the most difficult task for South Korean companies. Therefore, aim of this dissertation is to investigate international practices for the management of EOT claims and suggest an applicable extension of time claim guidelines for South Korean construction companies. In order to achieve the aims, firstly, literature reviews carried out as a secondary data collection method to understand the international practice of EOT claims and their associated issues focusing on the concurrent delay. After literature review, a questionnaire survey conducted as a primary data collection method to investigate the management practices of EOT claims for international projects in South Korean construction companies. Throughout the literature review and survey, it is found that South Korean construction companies' EOT claims for international projects are unsuccessful. The four most frequent reasons of failure are the following: failure by the contractor to establish the cause-effect relationship; inadequate supporting documents; contractual provisions not properly identified to support claim; and failure by the contractor to comply with the contractual requirement. The research findings also suggest that South Korean construction companies can improve their EOT claim practices by implementing international best practices in the following: record keeping, dealing with changes in an updated programme, establishing a project-specific EOT claim procedure, providing timely notice with contemporaneous analysis, and contract negotiation regarding concurrent delay.
