Akinbiyi, Ayobami Olatunji (2023) The role of the planning system in delivering affordable housing: a case study of Portsmouth City in the UK. (unpublished MSc dissertation), University of Portsmouth, Portsmouth
Abstract
For more than four decades, the focus shifted from direct public housing provision towards a more diversified system where planning plays a more significant part in ensuring that there is enough housing produced that is affordable for low and moderate-income residents. This study examined how the UK's planning system provides affordable housing. The planning policy framework for the development of affordable housing in the UK was evaluated in this dissertation. The study assessed past and existing planning policies and approaches to providing affordable housing and how these affect the provision of affordable homes. The study employed qualitative approach and, by means of interview, gained deep insight into the subject matter. It analysed the challenges confronting the provision of affordable housing in the UK and the origin and nature of these barriers. The conclusions of this thesis considered the shortcomings and advantages of the planning system in the UK in its bid to provide affordable homes. The research findings provided various alternative policy approaches that could be adopted to enhance the provision of affordable homes.
