Abstract
This thesis investigates the welfare provision for male prisoners in Lebanon's criminal justice system, with a comparative analysis of prison systems in Norway and England. Lebanon's prisons are characterized by severe overcrowding, poor living conditions, and inadequate mental health care, reflecting broader societal issues including political instability and economic crises. In contrast, Norway's prison system has achieved a significant transformation from punitive to rehabilitative, resulting in one of the lowest recidivism rates globally. England, while facing challenges similar to Lebanon, has made notable improvements in mental health services and overcrowding through government initiatives.
The study aims to explore whether the solutions implemented in Norway and England could be applicable to Lebanon, considering the major obstacles of extensive corruption and societal attitudes toward prisoner reformation. Through a detailed literature review and primary qualitative research involving interviews with prison professionals and a former inmate, this thesis highlights the critical need for accelerated judicial processes, increased funding for mental health services, and the establishment of effective rehabilitation programs in Lebanon.
By addressing these systemic issues, Lebanon could potentially improve the state of its incarceration facilities, creating a more humane and rehabilitative environment for prisoners. This research underscores the importance of learning from international examples to foster significant reforms within Lebanon's prison system, ultimately enhancing the welfare and rehabilitation prospects of incarcerated individuals.
