Abstract
Female sexual offenders have long been under-researched within the Criminal Justice System compared to males. Yet, the research that is available argues the need for professionals working with them to have a gender-responsive approach to accurately assess and manage their risk and work with them to reduce offending behaviour. England and Wales’ Probation Service is tasked with managing convicted female sexual offenders, however, do so with limited resources dedicated to the specific criminogenic needs they have. This literature review aims to synthesise existing research on the Probation Services’ approach to assessing and managing female sexual offenders, focusing on motivation of offending, prevalence, actuarial and dynamic tools and interventions. A comprehensive search of peer-reviewed articles, books and government reports was conducted using specific inclusion and exclusion criteria to ensure resources were valid and relevant. Key findings from this literature indicate the Probation Service often relies on tools and practices developed for male sexual offenders, highlighting a need for a gender-responsive approach to be considered when working with this cohort, due to the specific motivations, perceptions and prevalence of their offence. These findings contribute to a deeper understanding of the challenges faced by FSOs, Victims and probation practitioners and suggest recommendations for future research.
